Chase Knolls has always had an unofficial “Tenant union” and long term residents have successfully preserved the historical status property from greedy developers and corporations for decades. Due to recent events, the organization is now “Official” and available to all tenants to join.

TWO COAST LIVING LLC

TCL purchased the property in or around June 2025 and have attempted to implement several illegal policies. TCL is the subject of dozens of lawsuits including the California state attorney general. There are multiple violations at the property that require tenants immediate attention.

ILLEGAL NOTICES

If you have ever received a “3 Day Notice” and or “30 Day or 60 Day” any type of “Notice” whatsoever that threatens your tenancy since 2021, they were all illegal and not valid. The LAHD requires all Notices to be filed within three (3) business days to monitor “Illegal harassment” and not a single one has ever been filed.

MUSIC BROADCASTING OUTDOORS

On October 7th 2025, management installed “Loud Speakers” outdoors in the pool area, which is always empty. They have been broadcasting the same “10 songs” over and over up to 24 hours a day, disrupting the Covenant of Quiet Enjoyment and violating our lease agreements. Please sign the Petition to Cease and Desist.

PROPERTY MANAGEMENT

A valid RE license is required for “Property Managers” which Richard Risty does not have. Our requests to TCL for the contact info for a valid licensed “Property Manager” have been ignored. The CA Department of RE is initiating action against Chase Knolls and issuing a Cease and Desist to Richard Risty as of 12/2/2025.

PROFESSIONAL MAINTENANCE

Chase Knolls advertises “Professionally renovated” apartments and “Professional on-site maintenance” however, none of the on-site maintenance has any “Professional” training, certification and or licensing whatsoever which explains why everything is always broken. Understand your rights to competent timely repairs.
